BUSINESS DEVELOPMENT
ESTABLISHMENT OF AUTONOMOUS AGENCIES
A number of agencies have already been established
or are in the process of being
established by a number of government departments.
The objectives of establishing agencies independent of
state funding are, among others:
- Transferring the responsibility for the
day-to-day operation of financially self
sustainable
activities from the relevant government
department to an agency
- Relieving the government department of the
burden to perform non-core functions
- Reducing the burden on the central fiscus
to fund the day-to-day operation of such
activities
- Removing the dependency of the execution
of a function or the delivery of a service
from limited tax resources

CROSS-BORDER ROAD TRANSPORT AGENCY
The South African Cross-Border Road Transport Agency
(C-BRTA) was created by the
Department of Transport to run as an independent,
statutory authority operating on commercial
principles to facilitate and regulate cross-border
road transport.
Magna
FS was appointed to render services such as
facility layout planning, business process
re-engineering, user requirements definition and
hardware/software requirements specifications. These
services were used to establish the necessary
infrastructure for the C-BRTA.
The assignment also included the design and
development of the Cross-Border Road Transport
System (C-BRTS) and the integration of office
administration with banking facilities. The purpose
of the C-BRTS is to facilitate the application for
and issuing of cross-border permits. The
functionality on the C-BRTS includes financial
management, route regulation, office automation and
document control.
A further extension of the system
currently under development comprises online
Internet access by applicants and existing permit
holders. The system is also being implemented in
other Southern African Development Community (SADC)
countries, such as Namibia. ROAD TRAFFIC
MANAGEMENT CORPORATION
The national Department of Transport, together with the
provincial Departments of Transport,
initiated the establishment of a Road Traffic Management
Corporation (RTMC) to consolidate the service delivery
of road traffic management by the 10 departments, remove
duplication, accept responsibility for non-core
functions and use the income generated from road traffic
for the improvement of service delivery country-wide.
Magna FS was appointed as a member of the consulting team to:
- develop a strategy and implementation
plan for the earliest generation of revenue
to the RTMC from which the activities of the
RTMC could be funded;
- identify modelling options for the
transfer of responsibility for the
operation,
maintenance, enhancement and development of
new user requirements, and
- identify mechanisms to reduce the risk
of non-performance to the Department of
Transport and ensure that the Department is
not held to ransom by IT contractors with
regard to the continued operation of
mission-critical systems.

ROAD TRAFFIC INFRINGEMENT AGENCY

FS was appointed by the
Department of Transport to assist with the
establishment of a Road Traffic Infringement Agency
responsible for the operation and
administration of the Administrative Adjudication of
Road Traffic Offences (AARTO).
The appointment included the following:
- A feasibility study to confirm the
financial sustainability of the agency as an
independent statutory body
- Identification of procedural
requirements to be embodied in the enabling
legislation
- Business process engineering to
establish efficient and effective business
procedures
for the agency both internally and
externally
- User requirement specification for the
business functions performed by the AARTO
computer systems
- Design specifications for the
development of the application software
- The development of the application
software, including several interfaces to
the
computer systems operated by the traffic
departments and the National Traffic
Information System (NaTIS)
- The establishment of the agency as an
operating business, including accounting and
personnel systems and its office environment
